Canada Implements New National Occupational Classification NOC 2021

On November 16, 2022, Canada is switching to the 2021 version of the National Occupational Classification (NOC). This means that:

  • the current NOC 2016 skill type and skill level structure (NOC 0, A, B, C and D) will be replaced with a 6-category system representing the training, education, experience and responsibilities (TEER) needed to work in an occupation.
  • 4-digit occupation codes will become 5-digit codes
  • the eligibility criteria for all programs that use the NOC will be updated

Currently to be eligible under the Express Entry programs your NOC must be skill level 0, A or B. With the implementation of the TEER system, your work experience will have to fall under the category TEER 0, 1, 2 OR 3.

Use this table to find your new NOC 2021. 

  • TEER 0 occupational category includes Management Occupations.
  • TEER 1 occupational category includes occupations that usually require a university degree.
  • TEER 2 occupational category includes occupations that usually require a college diploma, apprenticeship training of 2 or more years or supervisory occupations.
  • TEER 3 occupational category includes occupations that usually require a college diploma, apprenticeship training of 2 or fewer years or more than 6 months of on-the-job training
  • TEER 4 occupational category includes occupations that usually require a high school diploma or several weeks of on-the-job training.
  • TEER 5 occupational category includes occupations that usually need short-term work demonstration and no formal education.

Express Entry and other programs affected

If you are waiting to be invited under the Express Entry system, you must update your profile on or after November 16, 2022. To make this change, go to the Employment and Social Development Canada (ESDC) website and search the NOC 2021 list first. After that, update your profile with your five-digit profession code and TEER Category.

  • Provincial Nominee Program
  • Caregiver program
  • Rural and Northern Immigration Pilot
  • Agri-Food Pilot
  • Out-of-status construction workers
  • International Mobility Program
  • Temporary Foreign Worker Program
