The invasion of Ukraine by Russian forces has led to severe disruption and danger for Ukrainian nationals. In response, the Government of Canada is committed to supporting Ukrainian nationals and addressing the challenges posed by this invasion.
To facilitate family reunification and provide support to those affected by the conflict in Ukraine, Canada has introduced a temporary public policy to facilitate a pathway to permanent residence for Ukrainian nationals. This policy aims to grant permanent residence to certain Ukrainian foreign nationals and their family members currently in Canada, who have family members in Canada who are Canadian citizens or permanent residents. It also allows for the issuance of permanent resident visas to eligible family members outside Canada.

Who is Eligible?
The public policy outlines specific conditions that Ukrainian nationals must meet to be eligible for permanent residence. There are 2 categories of family members who are eligible to apply for permanent residence under this policy.

To apply you must be the spouse or common-law partner of a Ukrainian national, who is unable to leave Ukraine, missing, have passed away, or have presumed to have passed away.
Exemptions and Provisions
This policy offers exemptions from various immigration regulations, making it easier for eligible Ukrainian nationals to secure permanent residence. It exempts applicants from certain requirements, including medical examinations and financial inadmissibility.
Quebec Applicants
Applicants intending to settle in Quebec will need to adhere to the Province of Quebec’s selection criteria. They must obtain a Certificat de Sélection du Québec before being granted permanent residence.
