International Student Program Reforms: What You Need to Know

The Canadian government has unveiled significant reforms to the International Student Program, aiming to ensure sustainable growth, system integrity, and positive experiences for international students in Canada. Here’s a breakdown of the key changes and how they may affect you:

  1. Cap and Provincial Attestation Letter (PAL)
    • Most new post-secondary international students must now provide a PAL from a province or territory with their study permit application, ensuring compliance with the national cap.
    • Exceptions include primary/secondary school students, master’s/doctoral degree students, visiting or exchange students, in-Canada study permit and work permit holders (including study permit holders applying for an extension), in-Canada family members of study permit or work permit holders
  2. Post-Graduation Work Permit (PGWP) Update
    • Graduates from master’s degree programs under 2 years in length can now obtain a 3-year PGWP, enhancing their chances of transitioning to permanent residence.
    • Other program graduates will receive PGWPs aligned with their study program length.
  3. PGWP Eligibility for Public-Private Partnership College Programs
    • Restrictions on PGWPs for public-private partnership college programs aim to address concerns about education quality and oversight. As such, students who physically attend a private college, but graduate with a diploma from a public institution will no longer be eligible for PGWP.
  4. Changes to Open Work Permit Eligibility for Spouses
    • Only spouses and common-law partners of students in graduate (master’s and doctorate) and professional degree–granting programs will be eligible for open work permits.
    • Spouses and common-law partners of international students in other levels of study, including undergraduate and college programs, will no longer be eligible for an open work permit unless they already hold an open work permit under this stream.
